Change Internet Explorer Toolbar Background

Folow these steps:
Go to Start>Run>Type gpedit.msc
Now Go to User Configuration>Windows Setting>Internet Explorer Maintenance>Browser User Interface>Browser Toolbar Customization>Customize Toolbar Background Bitmap>Browse for the new Background
