Follow these steps:
Go to start>run>Type gpedit.msc>Go to the path User Configuration>Administrative Templates>System>Click On Ctrl+Alt+Del Options>On the right panel locate Remove Task Manager>Open it>Set to Enabled
For enabling, just change the value to Not Configured.
